I dont know that you can. You call your officiant first. Then you call the office where your license would be returned. Im not an expert in every state in the US, but I can tell you this about NJ and NY. In NJ, your license goes back to the town where you got married. In NY, it goes back to the town where you got the license In PA, I believe the license goes back to the county office where you got it. Wedding licenses are not automatically public domain.
